Burke's 1999 peerage has him as the son of his brother Littleton!  Even theough they correctly printed their births as one year apart.

From the London Gazette:

1 Aug 1851: “PURSUANT to an Order of the High Court of Chancery made in a cause Barnes against Powye, the creditors of The Honourable and Reverend Frederic Powys, late of No. 52, Paulton-square, Chelsea, in the county of Middlesex, Clerk, deceased (who died on or about the 31st day of December 1850), are, on or before the 10th day of November 1851, to leave their claims of debts before The Honourable Sir George Rose, one of the Masters of the said Court, at his chambers, in Southampton-buildings, Chancery-lane, London, and are, on or before the 10th day of December 1851, to establish such claims before the said Master, or in default thereof they will be peremptorily excluded the benefit of the said Order.”
