To All and Singular

to whom these Presents shall come Sir Ralph Bigland Knight GARTER Principal King of Arms and Sir William Woods Knight CLARENCEUX King of Arms of the South East and West Parts of England from the River Trent Southwards send Greeting: Whereas His Majesty by Warrant under his Royal Signet and Sign Manual bearing date the twenty-sixth day of July last signified unto the Most Noble Bernard Edward Duke of Norfolk Earl Marshal and Hereditary Marshal of England One of His Majesty's Most Honourable Privy Council that He had been graciously pleased to give and grant unto Henry Wentworth Feilding of Berwick House in the County of Salop Esquire second son of William Robert Feilding Esquire (commonly called the Right Honorable William Robert Viscount Feilding) deceased by Anna Catherina his wife eldest daughter and coheir of Thomas Jelf Powys sometime of Berwick House aforesaid Esquire also deceased His Royal Licence and Authority that he may in compliance with a provision and direction contained in the last Will and Testament of his maternal Grandfather the said Thomas Jelf Powys Esquire assume and from henceforth use the surname of Powys only instead of his paternal surname of Feilding and also bear the Arms of Powys only and that the said Surname and Arms of Powys only may likewise be borne and used by his issue such arms being first duly exemplified according to the Laws of Arms and recorded in the Heralds Office otherwise the said Royal Licence and permission to be void and of none effect: And Forasmuch as the said Earl Marshal did by Warrant under his hand and seal bearing date the fifteenth date of August instant authorize and direct us to exemplify such Arms accordingly: Know Ye Therefore that We the said GARTER and CLARENCEUX in obedience to His Majesty's Command in pursuance of His Grace's warrant and by virtue of the letters patent on Our several Offices to each of us respectively granted do by these presents exemplify unto the said Henry Wentworth Feilding now Henry Wentworth Powys the Arms of Powys vizt: Or a Lion's jamb in bend erased between two Cross crosslets fitchy gules And the Crest of Powys On a Wreath of the Colors: A Lions jamb erased gules grasping a Sceptre surmounted with a Fleur de lis Or as the same are in the Margin hereof more plainly depicted to be borne and used for ever hereafter by him the said Henry Wentworth Powys and his issue pursuant to the Tenor of the said Royal Warrant and according to the Laws of Arms: In Witness whereof We the said GARTER and CLARENCEUX Kings of Arms have to these presents subscribed our Names and affixed the seals of our several offices this twenty fourth day of August in the third years of the reign of our Sovereign Lord William the Fourth by the Grace of God of the United Kingdon of Great Britain and Ireland King Defender of the Faith &c. and in the year of our Lord one thousand eight hundred and thirty-two.
